Chaingang idea praised as curb for vagabonds in Winnemucca

In a letter from Winnemucca dated October 25, 1901, GEO. C. KING endorses a sympathetic view of the chaingang system. He argues county prisons could profit by employing prisoners on rock breaking, road work, and street cleaning, reducing vagrancy and making jail life less pleasant for hobos. He cites Napa County as a model where crosswalks and gutters are built, keeping streets clean and prangs away. He urges cheap, constructive labor to discipline the growing hobo faction.
