Reports from DeLamar Nevada suggest a shutdown or major curtailment at the DeLamar mill as ore bodies thin and manager H A Cohen arrives to decide. A Washington dispatch reports that the War Department expects Cuban independence to be an accomplished fact by next Christmas. The Platt amendments are to be followed by an electoral bill to form an independent Cuban government, with Secretary Root possibly approving the measure. The convention could pass it within a week or two, with 90 days for electoral act publication before elections. US troops may remain after inaugurations to allow Cuba to form a military force, based on Cuban wishes.
