Looks Bad for Quay as State Money Tied to Loans

No More Volunteers Declared for Philippines Return

Washington April 19 report says a White House conference confirmed avoiding the 35000 volunteer army. Otis’s force now about 22000 in the Philippines will be supported by reinforcements to reach about 30000. Plans include withdrawing state volunteers and shifting regiments to Manila. Some Cuban troops may be diverted to the Philippines with transportation arranged.
