Exempt workers swell under Gov Apodaca in Santa Fe

Exempt state payrolls rise near 90 percent under Gov. Apodaca with policy making posts largely filled by his appointees. Salaries reach high levels across agencies, including health and finance chiefs at 32,340 yearly and top staffers around mid twenties thousand. The system grows as board approvals and underfilled slots from prior administrations are filled, raising questions about the political use of exempt posts.
