President Ford moves to veto a 4 billion foreign aid measure that would curb presidential controls on arms sales while opening 180 day trade with Vietnam for a trial period. The plan signals a new election year confrontation with Congress as the White House cites limits on executive power and human rights concerns.
A Historic Building Conference will be held Saturday May 15 at the Public Safety Building at 7:30 a.m. Co sponsored by the Silver City Museum and the local AAUW chapter in National Preservation Week events. Speakers John P. Conran and David G. Bathe will discuss preservation, restoration, and decorating of old houses with time for questions.
Republican United States Senate hopeful Harr ison Jack Schmitt plans a wide NM campaign tour over two weeks. Bill Perea of Silver City is appointed to the LULAC National Education Service Centers Board. He aims to aid Mexican American high school students choosing careers or college by linking counselors with information on grants loans and financial aid, noting centers receive 1.4 million dollars in federal funding.
Negotiators meet again in Arlington Heights to settle the UPS contract dispute that idled about 14 000 Teamsters in 13 Midwest and Rocky Mountain states. Talks followed a late Tuesday recess highlighting progress on contract language amid a weekend strike.

Grant County clerk Ella Ward announces absentee voting hours for the June 1 primary. Eligible voters unable to attend may vote in the county clerk office from April 2 through May 27, Monday to Friday, 8:30 a.m. to 5:30 p.m., with Spanish notice likewise outlining dates and hours.
Union says negotiations will start immediately with Sundance operators after a secret ballot election held December 4 1975. Striking miners at Sundance and Clayton B Metcalf Construction voted 27 13 to join the United Mine Workers. Ballots were impounded awaiting a National Labor Relations Board ruling on voting rights for some miners. The union cites wage discrimination against Navajo and Mexican American workers as a key issue.
City officials say 38 current and former Las Cruces employees seek payment for lost compensatory time from the February municipal employees strike. City Manager Yungmeyer notes past practice favored compensatory time over overtime, creating a backlog. The commission directed staff to review eligibility, with 28 rehired and 10 not rehired among initial claimants.
Helga Eilers, a West German visitor to New York, became the 50 millionth person to reach the Empire State Building observatory on the 86th floor. She expressed overwhelming gratitude as she was greeted by Mrs. Beame and City Council president Paul O'Dwyer. Accompanied by her husband Ingo, the Bremen couple toured the landmark.
Washington AP reports Ruth Farkas resigns as ambassador to Luxembourg amid a donation scandal. The White House says resignation effective date to be determined. Rosemary Ginn, Missouri GOP committeewoman since 1960, named as leading candidate for the post.
