Schools Must Repay Misused Funds in New Mexico

State schools chief Leonard DeLayo vows to contest a federal demand for 177000 in migrant education funds deemed improperly spent by eight districts and the Santa Fe central office. Only 1171 is conceded as prorated equipment use. other districts face various reimbursement claims from Las Cruces to Roswell. SANTA FE New Mexico AP A new state law lets police issue citations instead of arresting for petty misdemeanor offenses. The attorney general's office urges liberal use in favor of the alleged offender noting the statute is not mandatory but the intent is to issue citations in most cases. Officers may offer a choice of a misdemeanor citation on the spot or jail. If no probable cause to believe the offender will flee or breach the peace, the officer should use citation.
