Judge backs Park Service control of Grand Canyon river permits

The decision supports existing 92 percent concessionaire access, with non commercial applicants facing stricter qualifications and a lottery system for private permits. The Arizona Center for Law in the Public Interest sued on behalf of four residents seeking equal access, citing long delays since 1973.
