Heavy December snows in Catron County New Mexico paralyzed travel and left roads deep in mud as temperatures swung, forcing ranchers to rely on helicopters snowmobiles and long night transports for feed. Residents plan a meeting with Highway Commissioners to address worsening road conditions and ongoing wood shortages amid the harsh winter.
U.S Marines massed near Khe Sanh as heavy fighting raged in Saigon Hue and Ba- Rie, with 3 500 paratroopers moved to northern sectors and 35 000 North Vietnamese troops reported in the fray. Marines held Hill 861A as missiles and jets pounded targets while a large Viet Cong assault pressed toward Quang Tri and Cam Lo valleys.
The Silver City Town Council holds a regular session at 7 p.m. in the town hall with Silver City-Grant County Chamber of Commerce officials expected to seek abandonment of a section of Silver Street near Silver Heights Boulevard to aid a chamber office. The Thames River near Chatham Ont was 17.2 feet above normal at 4 a.m. and rising roughly an inch per hour. Some homes in the south end reported ground floor flooding. downtown basements were flooded as waters reached eight feet in Dresden and three feet in Wallaceburg. Water levels subsided slightly overnight and were falling in Dresden. In Washington, Sen Edward Kennedy said Viet Cong attacks marked an outstanding political victory, while Sen Mike Mansfield urged serious talks with Saigon.

SANTA FE AP The New Mexico Supreme Court ruled today that the absentee balloting amendment passed in a special election last November invalidates the state constitutional requirement of a three fourths statewide and two thirds per county. The court said the extra majority violates the one man one vote principle and the 14th Amendment. Atty. Gen. Boston Witt said it now falls to the legislature to enact implementing absentee voting. New Mexico had no prior absentee voting and eleven prior attempts failed due to thresholds. Witt filed suit against the State Canvassing Board.
