University Programs Reduce Juvenile Delinquency in Grant County
Western New Mexico University Office of Economic Social and Population Research reports two programs with Juvenile Probation Office that cut repeat offenses in Grant County. Project Outreach counseled 49 youths with 96.3 percent avoiding recidivism. First Offender Program, seven weekly sessions, shows two repeat offenses out of 18 participants. Washington AP reports Betty Ford tested a temporary FCC CB license to campaign for President Ford among 240 Grand Rapids backers in Madison. She urged support and joked about the 1600 Pennsylvania Ave location while Wisconsin and national CB networks reach tens of thousands of licensed users.

Wilson Files For Sheriff In Bernalillo County
Joe Wilson, former Bernalillo County sheriff, seeks re election after nearly two months in prison for obstructing justice. He filed Tuesday among 60 candidates. Wilson and aides Clyde Hart and James Golden were released from Sierra Blanca after pleading guilty to lying to a county grand jury. Wilson was removed in February for negligence and corruption in office, a conviction not carrying criminal penalties.

The New Mexico Court of Appeals ruled portions of sulfur dioxide emission rules for coal fired plants invalid. The decision arose from two appeals against the Environmental Improvement Board by Public Service Co. of New Mexico and by several utilities including Mexico Arizona Public Service, TM Paso Electric, Salt River Project, Southern California Edison, and Tucson Gas and Electric, all with San Juan County plant interests.

Showers and light rainfall spread from Texas to the Dakotas while snow touched the northern Rockies as a weak cold front moved through the midcontinent. Rain occurred in southern Georgia and northern Florida with up to two inches in parts of southern Florida. A front brought rain to northwestern California and southwestern Oregon with gale warnings along northern California. Temperatures varied from 26 at Greenville Maine to 84 at Key West Florida. Additionally a French munitions ship exploded in Halifax harbor killing about 2 000 persons.
