Hickman Presses City on Water Rights in Valinda Estates
Val Hickman, developer of Valinda Estates in Silsbee, urged the City Council to help with water service and subdivision plat changes. He outlined a sequence of denied requests to source city water, extend mains, and tie his system to city lines, then faced council insistence on enforcing ordinances and cost sharing for extensions. The council discussed annexation impacts, future water needs, and approved a park-free on Earnest Avenue and plans for a new sewage plant with grant funding, plus a police salary increase in a prior session.
