Consultant backs 8 percent gas rate hike for Silsbee
Austin consultant Dr. Jack Hopper recommends Houston Natural Gas Co. be allowed an eight percent increase rather than the 31 percent requested. He argues the measure would yield a fair return on the company’s property in Silsbee while offsetting too-low income in the 1973 test year. The council set a public hearing for 6:30 p.m. June 10 and invited Hopper, HNG officials, and district manager Arien Williams to attend. Hopper cited an 8 percent revenue gain of $23,648 vs 74,186 proposed by HNG, aiming for a 6.8 percent fair return on fair value. He notes he advised on utility regulation for the legislature and visited Houston offices while preparing briefs. The current HNG proposal seeks to raise return from 3.03 to 7.50 percent.
