Lifeline electricity concept seeks fairer rates
Senator Leahy cites rising bills for households with fixed incomes and backs Lifeline, a plan to charge the first 400 kilowatt hours monthly at $10 in Vermont. Proponents say it would reverse the current structure that favors large users, with higher tiers priced to cover basic costs. The idea gains traction with consumer groups and activist networks led by Ralph Nader allies across multiple states and DC.

Editorial on Drainage District and Big Thicket Preserve
Miss Maxine Johnston of the Big Thicket Association warns that a proposed South Hardin County drainage district could enclose most of Pine Island Bayou corridor within the preserve and threaten habitat. The measure would create a new tax taxing district with indeterminate duration, spurring council actions in Rose Hill Acres Lumberton and Sour Lake as debates continue. The association urges reconsideration to protect the preserve while residents seek flood relief amid coastal plain elevations and runoff concerns.
