Connally budget trims avoid new taxes for Texas
Gov. John Connally sent a pared budget to the Legislature claiming a 96 million dollar surplus allows college and vocational expansion without new taxes. He warned a teacher pay raise could require new revenue. The plan centers on higher education coordination and a 3.2 billion current budget with a 3.6 billion two year total and adds for parks, water recreation, and building programs funded with federal matching money.
