Judge Lieber Fixes Status of State National Guard Officers

Gen. Lieber holds volunteer officers commissioned by states must vacate state commissions when mustered into U S army. The opinion says state guards are disorganized and governors may not approve the transfer creating new regiments. Gov Black has not approved and Adj Gen Tilting has discussed similar rulings. The decision concerns Lieut Col May of the District of Columbia National Guard and may affect regular army composition.

Lightning shocks injure men at Washington Monument top

On May 17 a visitor reported a shock of electricity while leaning on a column on the tower floor at the Washington Monument top. Two companions narrowly escaped when lightning struck a window above. all three were briefly blinded but escaped injury. The monument, opened Oct 1858, has seen 1,944,638 visitors to date.
