In this Globe Arizona Mascot item, J Watt Hogue laments rising costs and changing value of a dime. He asks Congress to explain who wins and who loses in monetary shifts, invoking Solomon's wisdom and the need to understand the money that funds citizens and checks.
The act prohibits banking games of chance including faro monte roulette vingtuno and poker in New Mexico Territory. Violators face fines from 100 to 500 dollars and up to six months in county jail. District attorneys must report violations and grand juries may investigate within three years of offenses.
The act assigns fines to local school funds where offenses occur, with towns over 1000 residents receiving half of all fines to the town. It repeals all licensing laws related to gambling in the Territory of New Mexico. The act takes effect on January 1, 1908.
