Senators Shoup and Heitfeld Debate Territorial Policy

Boise special reports Senators Shoup and Heitfeld left for Washington after freely discussing policy on newly acquired territories. Shoup urged Hawaii be governed like other territories with federal supervision and local self government, supported retaining the Philippines and Porto Rico with a civil commission, and favored a military government for Cuba under Teller sentiment. Heitfeld called himself a populist imperialist, favored Hawaii’s territorial government, preferred delaying decisions on Porto Rico and the Philippines, and supported giving Cubans a chance to self govern, with U.S. intervention if they fail.
