Ballinger discusses reclaimation reforms and final receipts
Secretary Ballinger visits the Minidoka project and Rupert, proposing to revoke a rule that made final proof entries non assignable and to issue a transferable final receipt. The receipt would act like a patent minus the patent until water charges are paid, allowing land sales or loans. The plan preserves water rights while enabling settlements to liquidate or installment-pay.

Fall plowing for sandy land improves yields
A settler on the Minidoka project endorses fall plowing on sandy Lincoln county land to curb wind erosion and boost yields. Deep fall plowing stores moisture, firms the surface, and allows early moist germination, with fields reporting 40 to 61 bushels per acre versus spring plowing prospects. Plowing in summer or fall also enriches soil by burying weeds.
