Born March 26 1860 he grew up on a county farm learned cabinet making and later married in 1885 with three children. He served on the city beat until October when named night desk sergeant, then elevated as Dehne became acting chief and later chief.
A Russian boy attending a Lutheran School and working in sugar beet fields drew parental concern after a teacher whipped him. After a full inquiry led by Prof Schmidt, no blame was found on the teacher and the school authorities forbade punishment except in extreme cases.
