Madison Wisconsin the assembly today passed the bill by Alvin C Reis Madison for taxing electric utilities on the local tax rate instead of the average state rate The vote was 56 to 31 and on motion of the author who is progressive floor leader the bill was immediately sent to the senate to preclude reconsideration When an even dozen amendments were submitted to the University of Wisconsin appropriation bill the assembly laid the bill over to the end of a prospective recess The bill was made a special order for July 11 If the senate fails to concur on the proposed vacation Assemblyman Frank Prescott Milwaukee who moved the postponement agreed that the bill might be taken up sooner His suggestion that the members wait for printing of the amendments was opposed by Reis who said the university fiscal year begins July 1 and serious administrative difficulties might arise from postponement beyond that date Although Reis favored Prescott's first idea of putting the bill over until Friday this week the longer postponement prevailed by 61 to 15 votes The tower house killed the Lang e n bill for repeal of all state mill taxes and special taxes and substituting there for a greatly increased schedule of income taxes The bill up for passage was defeated 48 to 34 after Assemblymen Woller and Ingalls had talked against it and Saugen for it
