Louis Rude Payne, 21, confessed to police after a long grilling about the brutal slayings of his mother and brother in a Westwood mansion. He described a sparked moment of rage prompted by years of alleged mistreatment, leading to the killing last Tuesday night. Payne, who fled to Huntington Beach, later returned to Los Angeles and admitted involvement as detectives pursued details. The victims, Mrs Carie L Payne and Robert Payne, were found hacked to death in their beds.
The House approved a deficiency bill totaling about 4.178 billion dollars with a potential six billion in relief, sending it to the Senate by a 309 to 45 vote. United Press reports brighter strike conditions as government, labor, and capital unite to settle major disputes. Gen Hugh S Johnson presses efforts to align steel workers and companies with executives at the Iron and Steel Institute urged toward agreement.
North Bay Ont. UPJ reports Oliva Dionne’s quintuplets faced a mild jaundice attack but after 24 hours of treatment the condition eased. Weights listed for Emme Cecile Annette Yvonne Marie range from 1 10 to 2 6 pounds. No decision yet on displaying at the Chicago Fair. Dionne avoided further comment.
Tugboat services in Milwaukee and Port Washington were halted as union crews walk out in solidarity with Great Lakes rivals. About 130 tugmen and dredgemen joined the strike, tying up three Milwaukee tugs and suspending Great Lakes Dredge and Dock and a Gillen-operated tug. Freighters remaining in port stayed put. other ships cleared before the stoppage.
The Supreme Court ruled the 1933 Economy Act did not strip veterans or their beneficiaries of the right to sue for war risk insurance contracts. The decision, written by Justice Brandeis, found the act could not nullify government liability and aimed to violate insurance contracts, affecting about 20,000 pending claims.

Mauston Wisconsin authorities report a man and his sister in law died in a car in a woods near the Wisconsin river ten miles north of Mauston. Fred Putzler 27 and Laura Mellor 19 are believed to have poisoned themselves in what authorities call a muicide pact. The stolen sedan was found June Friday evening, and Francis Seigler who farms adjacent the woods found the bodies this morning. Coroner Ray Pharo and Sheriff Megan Rider Sr with District Attorney Edward Vinci concluded both deaths were self inflicted. Police seek poison sources and notes. Putzler recently parole violated for non support of his two children. Deputy Morgan Rider Jr noted the car was reported stolen in La Crosse Friday. The investigation continues as authorities gather facts on motive and whether parole status influenced the act.
Patrick J Cooney of Madison was elected president of the Wisconsin Young Democratic Clubs at the state convention in La Crosse. He succeeds James Kelley of Merrill who declined re election. Peggy O'Brien of Janesville was named vice president and Max Ross of La Crosse secretary. Dr R W Haggerty was elected treasurer with other officers also chosen.

Officials impose drastic rules on encamped herds to prevent fires as crews patrol forage lands and monitor blaze control near Big Falls and Hornapple Meadows amid dust storms and shifting pasture use.
President Roosevelt calls a drought relief conference with senators and representatives from 15 states to vet a relief package. A congressional appropriation possibly over 500 million dollars is floated as the keynote proposal, with some lawmakers urging up to a billion.
