British and German reports clash over air combat around the British Isles. Germany claims 34 British planes shot down while Britain confirms 53 enemy aircraft destroyed and 16 British fighters missing. Torpedo boats and convoys faced heavy damage as aerial battles raged in the English Channel.
The Manitowoc Shipbuilding Company in Manitowoc Wisconsin is among plants expected to receive navy ship construction contracts under a 70 percent expansion program. Navy officials said no action would be taken until final approval of the 5 billion second supplemental appropriation bill. Officials have conferred with the navy and the national defense advisory commission but await funds before proceeding.
A New York grand jury probes alleged Nazi era accords between German and American firms in war material production. Investigators focus on patent and price control agreements that might hinder magnesium alloy, wing fabric, and machine tool alloy production used by U S defense and aircraft industries.

President Roosevelt accepts with sorrow the resignation of James A. Farley effective Aug. 31. Farley will become president of the New York Yankees. Edward J. Flynn of New York to succeed him as DNC chairman on Aug. 17.
Postmaster Louis J. Albrecht will supervise the registration and fingerprinting of aliens in Sheboygan County from August 27 to December 26. National estimates place about 64,000 aliens in Wisconsin, with 3,463 in Sheboygan County. Registration takes place in the post office building under the Justice Department and a nationwide publicity drive will inform aliens of the law. Continued on page 10.
Washington — The senate approved a bill granting the president power to order the National Guard and Army reserves to active duty for 12 months. The measure, backed by President Roosevelt as vital to preparedness, would mobilize about 227000 guardsmen and 116000 reserve officers with accompanying enlisteds and retirees. It sets emergency authority to June 30, 1942 and includes re employment protections for workers. Debate on Burke Wadsworth conscription to follow.
Court Commissioner Voigt overruled the motion to quash charges against Robert C. Unger 52 in a hive sky law case tied to whiskey warehouse receipts. Unger has been jailed since July 19 with bond set at 5000 after arraignment, and recently arrived from Cook County Illinois where he finished a six month sentence for issuing worthless checks. Deputy defense counsel Atty. Jacob Feszler filed a demurrer challenging evidence.
