Col Born and Hon C H Weisse choose Henry E Meier as arbiter and Thomas McNeil as second member to form a committee. They will select a third member for full inquiry into whether the park and saloon property paid 20 dollars yearly to the Water Works under private ownership. The editor of the Press may appear before the committee.
The C. Reiss Coal Co will erect a new steel bridge similar to Dock No 2 and the Wisconsin Dredge and Dock Co has the contract to drive piles for a concrete retaining wall. The summer installation will boost dock capacity for coal reloading as the pile driver starts work this morning and project completion is being hurried.
London reports two suffragettes were seized while igniting petroleum beneath the Kelso racecourse grand stand in Scotland. Watchmen captured them as the blaze began. Earlier, Ayr racecourse grand stand burned and several minor outbursts occurred overnight.
Madison April 5 several bills amending the commission form of city government were recommended for passage by the committee on municipalities. The Nye bill would require publication of council proceedings in newspapers rather than pamphlet form. The Gannon measure would designate one commissioner as acting mayor and require two council members to form a quorum to transact business.
Local firms report a wave of contracts covering additions to business houses and residences, with major work including a $25,000 steel and reinforced concrete bridge at New Jersey avenue. The German Russian Congregational church on St. Clair avenue and North Fifteenth street is a top project at about $14,000. Also under way are multiple new houses and two double houses on North Seventeenth street, plus several flat buildings. Luecke and Hilperts hauser plan to expand mason and cement crews to meet demand.
Work on an addition to the Falls Machine Company plant has begun. The new two story building will be 140 feet long and will house assembly and erection of motors and gas engines. Mason contract awarded to A C Mallmann carpenter work to A P Schneidewend structural steel by Warden Allen Company Milwaukee.
New York April 5 Eugene Smith a political leader was shot and killed by four gangsters on Park Row while returning from a Tammany Hall east side Democratic organization ball. The killers escaped.
Chicago April 5 Associated Press reports Dr Edward Rosenow of Rush Medical College announced rheumatism is caused by a germ and he has identified the bacteria. He says the findings will underpin experimental work toward a cure for rheumatism.
A Wisconsin bill sent to the senate proposes a complete classification for persons who may be committed to the hospital for the criminal insane at Waupun. It covers inmates from convicted criminals who became insane in state custody to those deemed dangerous due to personal crisis or homicidal tendencies.

Paris April 5. Anarchist bandit Lacombe, famed as Europe’s most desperate criminal, died by his own action in a prison awaiting trial for murder. He vanished from his cell after breakfast, soldiers found him on the roof behind a chimney, and as officers closed in he saluted and leaped head first into the stone courtyard, dying instantly.
Richard W. Guenther former counsel general at Frankfurt and lately in Cape Town died in Oshkosh Wisconsin at age 67. His death followed complications from an operation performed in Cape Town two years ago. He is survived by a widow and two children.
Associated Press reports the Montenegrin sea port of Antrivari is blockaded as eight foreign war ships form a semi circular barrier off the harbor today. The move marks a clear act of pressure and sea access is restricted around the port.
Negotiations over the Water Commission claim against the Sheboygan Railway and Electric Co. ended when Manager Gonzenbach refused to meet Dieckmann Joerns and the City Engineer in the council chamber. A letter from Gonzenbach was read, urging an immediate settlement, but Dieckmann Joerns favored a full investigation into how cooling water bypassed the meter, proposing a two week test to base the bill on.
