PIK program reshapes cotton grower incentives in California

California farmers face Harvest for PIK requirements that force 40 percent of their PIK cotton to government stockpiles. The program lowered production nationwide, removing 82 million acres from farming and aiming to rebalance markets. Kern County leads California in PIK participation, with 8,229 acres grown in 1983 and 4,292 idle. Calcot Inc. members adjust allocations as bids and loan-back rules alter the 1983 crop mix. Some growers face hardship if they forward contract or 1983 cotton, while industry figures anticipate market stabilization if exports recover.
