Watson amendment would raise heavy water tax burden in Kern County
The Watson amendment threatens water districts financing via general obligation bonds and revenue bonds, risking 9 to 110 percent of assessed values. It risks triggering Section 34 state taxes to cover fixed water contract charges regardless of water delivery, yielding projected annual deficits from 2.5 million in 1970 to 9.2 million by 1990 and tax rates rising to 73 cents per $100 by 1990, with long term effects through 2035.
