Hagen urges water plan and farm aid at Shafter Kiwanis
Rep Harlan Hagen told Shafter Kiwanis the valley needs unity to win new water, favoring a broad waterway from the Avenal gap to Taft as the practical route. He argued the Feather River project is too costly now and pressed for using San Luis Reservoir to relieve Central Valley shortages. Hagen linked cotton prices to export demand and warned of loss of U S markets. Also noted a one day community chest drive in Shafter to meet a $1 6000 quota with 100 volunteers starting at 7 a m.
