Shafter may float tax exempt bond to buy RTC facility
The city considers issuing tax exempt bonds to purchase the Return to Custody facility from Gardemeyer amid a long running legal dispute with the state over alleged misused funds. City Manager Wade McKinney says the building is Gardemeyer’s and the city would back the bond with the state guaranteeing repayment. The facility houses about 400 inmates and costs the city over $190,000 monthly to operate from a taxable bond.
