State Dept Heads Granted More Budget Leeway
State Department heads will control more details of their program budgets under a new system approved by Governor Brown and State Finance Director John E. Carr. The plan, already in use for the 1961-62 proposals, shifts responsibility to departments to find economies and determine program emphasis while Finance reviews decisions. Allocations will mostly match 1960-61 levels with increases only for institutional services due to population growth.
