Shafter Delays Public View of Police Department Changes
New Chief Hoffer outlines department reforms focusing on front office reporting, records, and training to elevate patrol quality. He notes most changes are not visible to the public and proposes a two-officer field presence 24 hours, a youth services liaison, and potential pay boosts to retain officers. He cites rising juvenile and alcohol-influenced crime but low hard-core crime, and discusses possible reinstatement of an investigator position in the future.
