Japan plans sea city Marrination beneath the Pacific
In a provocative concept, Japan with Shimizu Construction envisions a circular steel and concrete dam on the ocean bottom forming a sea city named Marinnation. It would host 2 million people, cost far less per square foot than Tokyo land, and rely on 500 pumps to keep the area dry. The plan aims for feasibility within new tech and compares favorably to lunar or Martian colonization ideas.
