City of Shafter moves to annex the uninhabited territory designated "THE DUE HREN TRACT" under the Annexation of Territory Act of 1939. The council adopts a resolution to proceed with the annexation to extend city services and governance.
The ordinance creates the Shafter Civil Defense and Disaster Council led by the mayor and outlines powers to request proclamations of disaster, mobilize city resources, requisition personnel and property, and issue rules during emergencies. It defines disaster, council duties, and penalties for obstructing civil defense efforts.
