Richland teachers union unveils contract with smaller classes and pay raises
The Richland Teachers Association presented its initial contract proposal to the Richland School District Board on Monday, April 2. It seeks smaller class sizes with specific maximums across grade levels, a 19 percent salary increase, progression on salary steps, and area-adjusted CPI additions for 1979–80 salaries. Benefits include comprehensive insurance, paid leaves, and paid association duties, plus staff enhancements such as remedial and art positions. A public hearing is set for April 16 at 7:30 p.m. in the District Office Board Room.

Shafter Approves Shuttle Concept and Public Works Measures
The Shafter City Council approved a fixed route shuttle concept called the Shafter Shuttle for 9 am to 6 pm weekdays, with option to contract to a private firm. The plan aims to meet unmet transit needs to qualify for street funds and costs about 55,500 first year. Also adopted was an emergency Alcoholic Beverage Ordinance amid public concerns. Council authorized air conditioner purchase for the Fire Department, restroom repairs at McFannett and Stringham Park, 10 new fire hydrants at 5,591.20, and conference attendance funding for the Public Works Director.

Police recover stolen Grand Prix in Bakersfield. multiple arrests
On April 2 at 10 58 p m officers Everett and Flud stopped a Pontiac Grand Prix reported stolen from a Bakersfield dealer. Kenneth Russell and David Harring were arrested for Grand Theft Auto with Harring also charged with PCP possession, resisting arrest and carrying a concealed blade. The car later returned to the dealer. On April 6 at 4 a m two Shafter juveniles were arrested for burglary after a traffic stop by Officer Dixon. a .380 Colt handgun was recovered. Firefighter Hart aided in a dangerous scene. A follow up tied another burglary and vandalism of Shafter Dari Delight to the suspects.
