Kern County District Attorney Ed Jagels announced that his office would not file charges against Bakersfield couple David Torres and his wife who changed their voter registration from home to their business. They faced misdemeanor ineligible voting charges but did not vote once they learned they were ineligible. Jagels stressed that eligibility hinges on domicile Paris. knowledge must be shown. He noted Torres had sought legal advice that domicile included his business, but after learning of ineligibility, neither voted.
