Riley of Austin, 35, a naval aviation observer with a Marine fighter attack squadron, was awarded the Navy Commendation Medal with Combat V at the San Diego Marine Corps Depot. The citation notes eight combat missions against the Viet Cong since October 1965 and Riley now serves as a recruit series officer overseeing about 320 recruits.
