New construction in 1961 in Seymour totaled 3,184,160, down 317,570 from 1960. The building commissioner Ivan R Love reported 76 new homes started at an average of 14,800, with 46 inside the city and 30 outside, and first quarter 1961 outpaced 1960 due to weather.
Frigid temperatures dipped to five above zero Friday night with wind chills and snow flurries. Roads in Seymour were mostly good though some slick spots remained on secondary streets and city avenues while major highways stayed passable. White River at Rockford rose to 2.6 feet as snowfall totaled about 0.11 inch Friday.
Late Friday fire at the Earl Gelston residence four miles northeast of Seymour damaged the chimney area and attic after an overheated stove sparked the blaze. Redding volunteers responded, fighting for about 45 minutes to save the home owned by James Heitz.
The annual parking meter fund report shows 1961 earnings of 17 074 64 with December totaling 1 650 01. Meter revenue rose from December 1960 by 127 52 and November month totals indicate a 287 79 gain, while 1961 overall declined 634 08 from last year’s 17 708 72.
Two Democrats elected to Jackson County offices in the 1960 general election will officially assume duties on Monday January 1. Rosa Lane Allman of Brownstown remains county treasurer and Edgar H. Hackman of Seymour becomes county commissioner for the second district. They were sworn in January 1, 1961, along with other officials. Allman first won the treasurer post in 1956 and begins a new term through 1965. Hackman begins his first three-year term, succeeding Thomas Eather Fountain.
The report notes Seymour downtown and 2 PM temperatures as unofficial while readings from Ruth Everhart, a government weather observer at Rockford, are official. It lists maximum and minimum Friday temperatures with precipitation and river measurements, including snow depths.
The next regular 48 day January term of Jackson Circuit Court starts Monday January 1 with the state divorce and civil dockets called. The term runs to Saturday February 24. The Jackson County jury commission drew 12 grand jurors and 40 petit jurors for service.
Indiana highway commission will open bids January 30 for 10.7 million dollars in highway and bridge work and plantings at three I 65 interchanges in Jackson County. Bids cover two road sections six bridges and plantings at U S 50 near Seymour Ind 250 Uniontown and U S 31 Crothersville. Projects span Decatur Franklin Daviess Johnson Marion St Joseph LaGrange Shelby Hancock Carroll and Ripley counties and bridge work in Decatur Franklin Marion Lake Putnam Daviess and Hendricks counties.

In Berlin the Soviet commandant Col Andrei Solovyev and his top political adviser were barred from the Western sector as the United States protests Soviet moves to bar U S officials in East Berlin. The action follows two Checkpoint Charlie incidents and limits Solovyev to crossings under East German control.
A 1956 two door sedan was damaged about 200 dollars to the front end when it struck a crossing sign at Second and O'Brien streets at 11 06 p m Friday. Larry E Prewitt 21 of Seymour was not injured according to Officer Calvin W Theele who investigated. The car struck a cross arm warning signal owned by the Chicago Milwaukee St Paul and Pacific Railroad. Extent of damage to the sign has not been determined.
The Associated Press reports a Sunday New Year arrival as blue laws limit liquor sales in Maine Pennsylvania Washington Ohio Indiana Nebraska Minnesota Michigan and Missouri. Some venues may serve food until 12 01 am on New Year's Day before celebrations resume with corks popping. Broadway venues and other spots plan performances and pricey tabs for patrons while churches open for watch night services.
The Indiana State Highway Commission will begin a Goat program on January 1 assigning Ax-I-Dent and Ax-I-Dent Jr. to district and sub district offices with the worst month’s accident records. The goal is to spur safer behavior and reduce vehicle and disabling accidents across all districts and sub districts.
