A rainfall near an inch in Seymour and about 1.5 inches around Indianapolis raised the White River flood threat. Ground was frozen from a recent cold snap, causing rapid runoff though the river stood at five feet by afternoon. Temperatures cooled after Tuesday's warmth with forecasted frost.
