Seymour approves a 1945 civil city budget setting a tax levy of 1.06 per 100 of taxable property, up seven cents from the current levy. Frank M. Cotton Smith aged 75 longtime Seymour resident died at his home 612 Indianapolis avenue Monday afternoon after three weeks illness. He was a charter member of Seymour Aerie Fraternal Order of Eagles born January 28, 1869 in Rockford. He married Ella Hazzard in Seymour on September 6, 1891. she survives.
