Acts Secretary Oliver sent a circular to state governors inviting organized militia to spend part of the summer camp with regular army troops. An appropriation of 700000 dollars funds joint encampments. Camps likely at Plattsburg army reservation and Indianapolis for Wisconsin Michigan Indiana militia, Fort Riley for Iowa.
