City Hall Vote Not Legally Binding Opinion
The letter argues the city is not legally bound by a special election vote on buying or building a water works plant. It states a majority vote by electors is required via a city election for any purchase, and the moral duty to submit remains unsettled, to be determined by the city council. The piece also notes Palica Judge Kepford enforcing cleanup efforts with two men sentenced to five days labor for municipal beautification duties.
