American consuls in Russia report improved conditions in most industrial centers with Gorky released from custody. The state of siege persists at Warnaw as socialist disturbances remain expected. A strike in Batoum, Caucasia, grows into a general action with the military patrolling the town.
Right Reverend William H. Hare, Protestant Episcopal missionary bishop of South Dakota, asserts the law barring government aid to sectarian Indian schools is evaded. He charges funds are being paid to Catholic mission schools, challenging the use of public money.

Paris Feb 2 A Russian fleet officer testified that Vice Admiral Ro jestvensky issued orders to fire on British fishing trawlers during the North Sea incident. The testimony came at the international inquiry session in Paris. Captain Clado revealed the directive and its role in the ongoing investigation.
Supervisor Welstead argues the county cannot lawfully appoint tax collectors outside the county seat citing statute 1408 and 1497. He says custom cannot override law, criticizes board action, and notes past appropriations without legal warrant, urging legislature authorization before any such appointments.

R Li Printup, a lineman for the Wabash, fell at his residence on 527 Row 3 Street yesterday afternoon after his toe caught on material at the top of the stairs. He fractured two ribs and sustained a head injury, with a surgeon reducing the fracture and his condition described as resting as well as could be expected.
Postmaster General Wynn dismissed three letter carriers in Toledo and related offices and suspended thirty more for thirty days on charges of selling mining stock and collecting assessments. In Chicago, an inquest proposes an indictment against Johnny Hoch.
January posted a mean temperature near 9.4 degrees while the warmest day reached 40. The coldest spell struck on the 13th and 16 degrees below zero was recorded. A ten year comparison shows January’s mean and the range of high and low readings each year.
The government thermometer registered 26 degrees below zero at 7:00 this morning, the coldest day of the current winter. Plumbers faced busy demand as water pipes burst from freezing overnight. The sun shone, but temperatures stayed far below zero, beating the prior record of 16 below.
Harold Miller sued B. F. Foreman for damages after being hit by a foreman’s vehicle in December 1908 as he crossed Lafayette Street and East Fourth. The suit was settled today with the defendant paying the amount of damages sustained. A separate incident at LaFayette Block involved a plate glass door being shattered when a door slammed into a passerby.
The Youngs charged with the murder of George M Todd moved to change venue to Justice Hillbridge and the hearing was postponed. The courthouse drew farmers and many women amid a strong defense plan. State attorneys Cole and Kelly and Judge Pusey are involved.
Waterloo hosts editors from the Northeastern Iowa Press association across the third to fifth Iowa districts. The opening session may be delayed due to severe weather, with a 7:30 pm welcome and response by J C Murtagh and F E Kibeworth. A banquet closes the gathering in Maseric Hall.
M J Butterfield returned from Hampton to press the case of Gordon Alles versus Illinois Central Railway in Franklin county district court. Alles, formerly of Waterloo now in Franklin county, alleges a 1902 eye injury at the Illinois Central shops in Waterloo. Damages originally at 45000, reduced to 1999, with Taylor Evans of Haupton allied. defendants Kenyon O Connor Ft Dodge. Trial set for the 20th of the month. Marcon turns 80 on April 25, having begun wireless telegraphy experiments near Bologna about twenty years ago.
Mrs W J McNally died at her Cedar Falls home after years of paralytic illness. She and her daughter traveled from Cedar Falls to Hot Springs earlier, aided by Dr Amos and Mrs Amos of Charles City. Survived by husband, three daughters, one son, a Denver brother, and a California sister. funeral arrangements not announced.
Directors of the Stewart Cement Block Machine Company elected T K Elliott secretary and W M Law treasurer and manager. The firm reported record January sales and noted exhibitions at conventions in Minneapolis. Machines shipped to Iowa, Louisiana, Texas, Colorado, Nebraska, Allusis and Dakota with two large buildings built from their blocks. James Black and Mr Ferguson attended revival meetings in Mason City led by Billy Bundey.
