A heated clash over taxes and government spending looms as Congress debates funding for relief and a farm program. The WPA reports 3,797,770 people on work relief, with liberals pushing for higher taxes on the wealthy and broader levies, potentially triggering a major political battle.
The administration aimed for a midrange figure but expected an uptick in winter. insiders warn the report could jeopardize maintaining the relief appropriation under $2.0 billion for the coming fiscal year starting July 1. With other agencies slow to begin projects in cold weather the WPA has tapped the bottom of its funds and seeks an additional $200 million to cover operations through June 30.
Champ Clark Buckner state director of the National Youth Administration spoke at the Kiwanis noonday meeting at Hotel Bothwell. He outlined the national youth movement and its work for youth. R S Noblett discussed experiences from his work with Sedalia and Moberly. Ed McLaughlin presided. T Ross Hicks announced February events and a district secretary letter noted a vocational guidance radio broadcast and a Southwest St. Louis charter event with International President Harper Gatton as speaker.
Jefferson City February 20. Machinery set up for a Missouri Supreme Court ruling on whether the Bank Night plan sponsored by theatres is legal or an illegal lottery. G E McKean of St. Louis filed for habeas corpus arguing no lottery violation since no consideration. McKean seeks release from charges for operating a Bank Night at Fredericktown arrested December 24 under Madison County sheriff custody. After a conference, McKittrick and McKean counsel agreed to submit the case on briefs.
A fire in the cottage of L. M. Fry, hotel proprietor at the south end of Bagnell dam, required 40 men to draw water from a broken main after a plumber's blow torch thawed pipes. Fire caused about $600 in damage to the cottage and surrounding hotel buildings.
Representative Bell of Missouri, likely chair, said the House committee investigating Townsend and related pension movements will want to interrogate Dr. Townsend. The statement followed a telegram from Gomer Smith of Los Angeles, attorney for Dr. F E Townsend, founder of the movement.
In Trenton on February 20 1936 Bruno Hauptmann viewed the electric chair destined for the week of March 30 during a death house interview with Samuel Leibowitz and C Lloyd Fisher. Leibowitz withdrew from the case saying Hauptmann remained guilty and had used his last card.
In Trenton on February 20 Attorney Samuel S. Leibowitz declared Hauptmann likely guilty in part of the Lindbergh baby kidnapping and murder. He said Hauptmann has "lost" and that his last card is played. Hauptmann’s execution date was set for the week of March 30.
Samuel S. Leibowitz, the New York criminal lawyer who joined the Hauptmann Lindbergh case to seek Hauptmann's truth, withdrew after a 4 hour 25 minute interview at the state prison death house. He declined to state his views on guilt and said he would stand by his earlier announcement to quit the case, saying he cannot further serve justice by continuing.
Mrs George B Simmons of Saline County renowned farm woman has accepted an invitation by the Pettis County Republican Women's club to address Sedalia on Tuesday March 10 at 7 30 pm in the circuit courtroom court house. Public welcome. Organizers cooperate county wide.
J David Stern, publisher, said he told President Roosevelt that 34,000,000 of 38,000,000 daily papers are anti administration. He called the situation bad and said the press is very unfair after meeting at the White House in Washington.
The Permanent Council on Relief renews its earnest request for a Missouri special legislative session to provide additional relief funds. An open letter to Gov. Park warns that without more money, current aid will be cut, worsening suffering and risking starvation. The council urges federal aid as state and local resources are insufficient to cover widespread unemployment. Robert K. Ryland reports Missouri received 70,997,300 in Federal Emergency Relief Administration grants from 1933 to 1935, including general relief, transient relief, rural rehabilitation, education, commodities, and miscellaneous aid.
The Missouri Farmer publisher and editor said some members protested his resignation but he had no choice as he could not involve the association directly in a great political contest.
The President nominated Edwin A Williams to be postmaster at Boonville Missouri. The nomination was announced from Washington on February 20.
Missouri Pacific announces February 26 as the next pay day for employees. Officials confirm payroll processing will occur on Wednesday with current staff receiving due wages.
The House voted a 5 billion dollar annual spending limit for the administration's farm bill as debate closed. Senate action remained tense with revisions pending, while Capper and Hope promoted tariff equalization as an add on to soil conservation subsidies. Wallace attacked impounded processing taxes, arguing the funds should not return to processors.
The county relief rolls include 648 families and 208 unemployables, supported by state funds and a local relief fund. With state aid ending April 1, county officials and relief groups weigh feeding and clothing the 2,692 people and arranging new work for those not eligible for WPA projects. WPA has employed nearly 1,000 displaced workers, but many remain ineligible for continued programs.
Columbia Mo Feb 20 William Hirth resigns as Missouri Farmers Association president to run for governor announces that C F Lane of Springfield has succeeded him as president. Hirth made the announcement in a public release.
Colonel Joseph I. McMullen legal adviser to the assistant secretary of war found guilty of dishonorable conduct by an Army court of honor. He was demoted, faced partial forfeiture of pay and official reprimand for accepting two railroad and Pullman tickets from Joseph Silverman Jr. while war department contract negotiations were pending.
In Trenton New Jersey Governor Hoffman says Leibowitz failed to extract information from Bruno Hauptmann during a nine hour interrogation and remains convinced the Lindbergh kidnap case is unsolved. Fisher plans to question Dr. Condon about alleged testimony offers.
In Rome the 1956 report says Hitler drives the Italo German dialogue to forge a common stance on the League of Nations, the Franco Soviet pact, and Austria. Ulrich Von Hassell traveled between Rome and Munich while Suvich and Berger Waldenegg met in Florence to report progress.
Testimony before the Senate munitions committee says the army sold thousands of damaged but repairable machine guns to a Philadelphia maker and dealers as junk. Jacob Paley testifies guns were bought for about 12 cents per unit and later repaired for sale to licensed individuals, amid department monitoring and public concern.
Washington February 20 Senate passed a bill prohibiting shipments of firearms and ammunition in interstate commerce except by licensed dealers. The measure carries penalties of 2000 dollars and up to five years in prison and takes effect 30 days after passage.
