A severe cold wave hit Sedalia with a blizzard sweeping the Mississippi valley. Winds reached 45 mph, telegraph lines and signs were damaged, and temperatures plunged from 25 to 12 below to 22 above by noon, with predictions of cold and fair weather and high winds ahead.
Washington reports a cabinet member says the United States will not concede on Philippine terms. Spain reportedly resists but U S insists on full cession and naval access while negotiation continues.
A dispatch discusses the Dawson City fire as an example in instructions to commissioners. It states Spain cannot protest new actions, emphasizes gains for one government, and notes Spain’s evacuation of Porto Rico and Cuba under the protocol.
Gen Calixto Garcia and Cuban commissioners from Santa Cruz del Sur arrive in New York aboard the Seguranca to lay their assembly resolution before President McKinley. Garcia endorses American temporary occupation and says Cubans have faith in the American president as they proceed to Washington.

A shortage of 15003.34 was found in the accounts of David H. Hays the St Louis Post Office cashier in 1897. He was arrested, released, and a true bill returned. appeals and intercession by railroad men followed. The attorney general ordered dismissal and the defalcation was settled in full by Charles M. Hays.
John Belleville, longtime Florissant Missouri postmaster, faced embezzlement charges after a 410.12 shortage found by Post Office Inspector Swift on February 19, 1897. Indicted May 1898, tried November 17, 1898, declared guilty November 19, 1898, fined 410.12 and sentenced to one year in St Louis County Jail. shortage covered by his aides.
In Springfield Missouri James M. Kirby a noted liquor dealer shot Russell Campbell after Campbell entered Kirby’s saloon seeking liquor and was refused. The incident followed a quarrel and yielded bystanders from the Cuban junta and several Cuban leaders who discussed U S policy in Cuba and Pacific railroads among other topics.
London dispatch reports Aguinaldo’s agent Agoncillo stating Filipinos will never submit to colonial rule again and will fight to the bitter end to defend their rights and freedom.
