Fifty thousand Krag rifles are being sent from the U S armory to arsenals nationwide. Commandant Phipps says the arms will be distributed to National Guardsmen, though observers hint at possible Venezuelan tensions fueling the move.
Minister Bowen proposes a one month preferential treatment deal to Great Britain Germany and Italy. Each would receive exclusive thirty five percent of Laguayra Puerto Cabello customs during the period, after which all creditors share equally.
In Pittsburg on February 2 two buckets of hot water were dashed on four sleeping newsboys in a bank building stairway. Harry Hess aged 12 and Ford Beck aged 11 died. Telegraph messenger James McCarthy was arrested amid further arrests expected.

Ex Constable James A. Robb received Sheriff Koch’s letter about Clarke Miller the fugitive who escaped Johnson county jail weeks ago. Miller was seen near Windsor last week and chased for some distance as he headed toward Sedalia. A $25 reward is offered for his capture.
President Shively's trip to Iola was brief as he was recalled to Kansas City on business a few hours after arriving. The baseball situation remains unresolved and is not expected to be settled before Wednesday, which Shively indicated would be his return day.
