President William McKinley affixed his signature to the war resolution at 11:24 am, authorizing action to drive Spain from Cuba. An ultimatum to Spain expires Saturday morning with orders to move on Havana if needed. The President plans to address governors seeking 80,000 volunteers for seven months with possible extension.
Congress approves a formal note demanding Spanish response by Saturday Madrid time. If no favorable answer by then, the president will deploy land and naval forces. The note goes to Minister Woodford and copies to Senor Polo. Madrid time conversion places delivery around 5 PM tomorrow. Spain expected to refuse. News from Key West reports Cuban and American flags and celebrations across town.
A dead soldier from Co K Sixth Cavalry was found in the yards at the town’s western edge. He lay beside the track in a ditch, presumably died after falling from a train last night.
