Promises and delays mark Seattle rail line upgrade
The Seattle, Renton & Southern railway failed to launch its Fourth Avenue line by September 1, triggering an inquiry by A. V. Bouillon, for better Washington Street car service. Bouillon proposes more cars from Seventh Avenue east to ease overcrowding on the steep Washington hill, while the company cites limited revenue and track contract issues with Seattle Electric. Officials warn it may take weeks before cars run, leaving riders to cope with the existing slow counterbalance system.
