London dispatch cites a report from St. Petersburg that Nihilist agents aboard Russian ships sparked the North Sea incident to drag Russia into conflict with England. Russia promised to punish those responsible and to offer full reparation once an official report arrives from Admiral Rosestvensky.
Foreign Secretary Lansdowne says Russia’s response remains incomplete as it does not demand punishment for officers found responsible. He hopes settlement within 24 hours. In St Petersburg the czar reportedly received Admiral Ro jestvensky’s North Sea report and Vice Admiral Avellan heads to tearskoe Belo, not returning until late evening. Captain Calthorpe again called on the admiralty, in full uniform, seeking information.
A Central News dispatch from St Petersburg reports Admiral Rojestvensky will be recalled and made minister of war and navy with Admiral Choukines set to succeed him as Baltic fleet commander.
Lord Selbourne and Prince Louis Battenberg attended a conference at Premier Balfour's residence with Foreign Secretary Lansdowne. report says final extreme measures are being planned for possible eventualities.

The steamer Jefferson arrived shortly after 3 PM with 60000 in gold and 190 passengers. The gold was consigned to local banks, the assay office, and Alaska Pacific Express. A light cargo of fresh fish was also on board. The vessel will sail back Friday morning.
A report of the steamer Tacoma going aground en route from Teller to Nome circulated in Tacoma after the steamer Senator arrived from Nome. Officials say no accident occurred and deny any delay. Tacoma left Nome October 22 after an October 5 advertised date for Seattle departure.
A combination saloon and cafe in Montana was dynamited last night. No injuries reported though Chinese proprietors were the presumed targets. Damage is extensive and under police investigation.
