Emil Clark, 41, is jailed in Georgetown after being accused of beating Julius Courtney, 29, a blind man, at Courtney’s Van Asselt home last night. Peter Hansen, 50, Ballard carpenter, was fined $100 and 30 days in jail for penny theft from a Newsboy stand at Third Ave and Union Street.
