President Mitchell says a delegate convention is required before any settlement. A federal commission on mining disputes is proposed with nominees including Admiral Melville and Judge Gray, aiming to conclude findings quickly to avoid further strike friction.
Roosevelt, J. P. Morgan, and Cortelyou advance a plan to arbitrate coal industry disputes. The five member commission would include an army or navy engineer, a mining expert, a federal judge, a prominent sociologist, and a coal industry insider. Miners would return to work and cease non union activity while the findings would bind contracts for at least three years. The plan was presented after a White House meeting with Morgan and Bacon and will be published for public consideration.
