Oct 4 London: As Russia’s ultimatum to Bulgaria expired, Czar Ferdinand’s intentions remained unclear. Bulgaria’s leadership may have departed Sofia if not breaking with Russia and expelling German forces, while Russia hopes to avert further war despite the pressure.
Washington reports confirm Germany’s note on the Arabic affair fails to satisfy the United States. The government rejects official responsibility for the sinking and for families’ compensation.
