Premier Poincare's cabinet formally approves a policy to seize German property and invade German territory as part of a plan linked to the reparations crisis. France informs its Allies and prepares for action when January payments are due, targeting the Ruhr and establishing a regime on the left bank of the Rhine.
Not Justified Patrolman J H Karlberg surprised four University of Washington boys in an innocent lark Tuesday morning. Dick Holbrook lies in hospital with a bullet wound through his body. The officer says he did not mean to fire after a flower pot struck him and questions why the student drew and pointed a revolver during the skylarking. He argues police should be disarmed if prone to such actions from college pranks.

Grover C. Brown convicted by a four member jury in Judge Jeremiah Neterer's court for smuggling opium into Seattle from China. He was sentenced to one year and one day of hard labor at McNeil Island. Brown, steward on the ship 8 8 McKinley, obtained ten tael cans of opium in Hong Kong. Onecar Peterson pleaded guilty to violating the national prohibition act and was fined $360.
In Huntington New York on November 28 police probed the double tragedy at Edward Scudder’s home. Scudder says he killed Leitch after Leitch shot his fiancee Rose Landrisser and tried to kill Mrs Scudder during a lover’s quarrel.
Fifteen employees of the Julius C. Birch cleaning company were injured when a large nabhtha tank exploded at the rear of the four story building in Chicago. Five workers are reported seriously hurt as the blast blew out the rear wall.
Dave Lightner was convicted in federal court of possessing opium and of conspiring to violate the Harrison narcotic act. The case drew attention from police across two continents as details of his alleged drug operations emerged.
Patrolman J H Karlberg was suspended by Chief Sev eryns while a new inquiry decides if he was careless with his gun. Richard Holbrook 20 a University of Washington student was shot during a prank incident in the University district. Four students drank alcohol and admitted taking a traffic sign and a shrub in a tub as they rolled it through the area. Two companions were arrested on minor charges. Holbrook was taken to city hospital in dangerous condition with a bullet wound near the heart.
Plans for the Olympic hotel in Seattle proceed rapidly as Roy Carruthers reports to the Chamber of Commerce. Directors of the National Building company decide tenants on the hotel premises must vacate not later than April 1.

H C Wolfe of 6816 McKinley Place resisted a hold up by two bandits near his home Monday night, delivering a head blow that floored one assailant. The second attacker knocked Wolfe down and stamped his face before all three were injured and the robbers fled. A.Wuthemow at 5255 17th Ave N E was later robbed by a masked bandit as he located his car at 2349 Federal Ave, taking $3.
In Columbus on November 28 a police officer G. P. Koehler was fatally shot after attempting to disarm four bandits he had arrested for auto theft. The bandit lay dead in the stolen car abandoned by three accomplices in a roadside ditch.
New York November 28 Mrs A Regina Senner sues for separation claiming her husband Mrsa Senner scattered cheese and cracker crumbs to lure mice and rats into the home, knowing it would frighten her.
Washington faces a broad push to reform tax laws after Frank W. Hull, retiring county assessor, estimated that about six hundred million dollars of personal property in the state evade taxation. Hull urges closing gaps that allow money in banks, jewelry, art, and other items to escape tax assessment while real property bears most taxes. He notes New York City avoids taxing such items and calls for changes despite expected opposition.
A temporary group of the Apartment House Owners association formed at the Masonic club rooms Monday to press for a 40 mill limit on real property taxes. Harlan Thomas presided as the meeting drew nearly all Seattle apartment houses represented. Albert H. Beebe spoke for the Tax Limit league and its program was endorsed.
A conference in Washington involving Director Davis of Pennsylvania and federal prohibition officials discussed alleged widespread violations of the dry law by midshipmen after the Army Navy game in Philadelphia. Davis said he did not take responsibility for the midshipmen’s alleged drinking at a Philadelphia hotel and suggested the liquor was imported into the city.
William G. McAdoo former secretary of the treasury must appear before Justice of the Peace Clark in Visalia before December 7 to answer a speeding charge. He was arrested yesterday while driving to Fresno with Mrs. McAdoo and Leo Streeter the chauffeur. The car was traveling at high speed per an officer’s figures. Justice Clark reportedly has a record of never sending a speeding defendant to jail.
