President and Cabinet face crisis as Castro declines to arbitrate the Venezuela issue. Bowen’s dispatch suggests recall and possible naval blockade on the Venezuelan coast to safeguard American interests, with Taft and the administration weighing response.
The Steamship Tacoma crew and ship are held at Yokohama as Captain Conauton reports the vessel will be kept for 30 days until a prize court rules on its fate. Officials of the Northwestern Steamship company arrange crew release while awaiting court decision.
The Anterbay Improvement Club may appoint a committee to consult the council on Ballard car service and request more street lights. They seek a diagonal road from First Avenue and Pike to Western Avenue and Vir Street, linking Sixteenthavy West and Grand Boulevard, and endorsed a proposed trip to the grounds.
Williams, a colored man, allegedly stabbed Franks at a Ravensdale resort Saturday night. After a chase, he was arrested near New Castle to answer the charge. Dr. C. E. Hoye, Franks’ physician, says Franks will die. Several others were hurt in the affray. Franks is the only one gravely injured and is confined in the county jail.
Dr. M. A. Matthews preached on law and justice claiming the end of all laws may come, urging repeal of bad laws and a duty to reform toward equal chances in courts for rich and poor. The talk emphasized law in the land and the need for reform.

Chairman Mallen proposed repealing the ordinance allowing bonuses and penalties, noting the board never pursued delays yet paid bonuses for early completion. Mullen favors removing both penalties and bonuses.
Two girls employed at the Cohen and the Prince cigar stands have lost their jobs after Revenue Collector B D Croker accused the dealers of selling unrevenued cigarets. Prince and Cohen say they used only US seal tobacco in demonstrations. Both dealers and the workers face a hearing Friday before the United States commissioner.

Mexican ambassador suffers another sinking spell this morning and remains at death’s door. Charles Lennant, 10 months, died in Georgetown on March 23 of pneumonia. Funeral arrangements announced with the wake at 219 Howard Street, Flat 2, and interment planned at Oak Cemetery.
